PROVIDER UPDATE – Covid Vaccinations for NDIS Participants

Coronavirus (COVID-19) Vaccines: NDIS participants aged 12 and over to become eligible for the Pfizer vaccine

The Australian Government Department of Health (Department of Health) has announced that NDIS participants aged 12 and over will become eligible to receive the Pfizer vaccine.

Expanded rollout to NDIS participants

The Australian Government Department of Health (Department of Health) has announced that the COVID-19 vaccination rollout has been expanded. From Wednesday 25 August 2021, NDIS participants aged 12 and over will be eligible to receive the Pfizer vaccine.

Providers who are supporting children and young people with a disability should assist them and their families to access the vaccination, where appropriate.

The Department of Health has published an information page on their website for people with a disability about COVID-19 vaccines.

This page contains important information for providers and participants about COVID-19 vaccines and will be updated regularly. A range of Easy Read and Auslan resources about the COVID-19 vaccines are also available.

We strongly encourage you to share these resources with the children and young people with a disability that you support, and their families.

Providers play an important role in supporting NDIS participants to understand the benefits of vaccination for COVID-19. In addition to sharing the above resources with NDIS participants you support, you should also encourage participants to engage with their General Practitioner (GP) or other trusted health professionals to seek advice about the vaccination in relation to their specific circumstances.

Information for people with a disability about COVID-19 vaccines

Dynamic Ability Support would like to remind our Participants about the importance of staying safe through the current pandemic. We also recognise that, as Participants of the NDIS, you have the right to exercise choice and control.
Our Support Workers will do what they can to provide our Participants with up to date, substantiated information so they are able to make their own decision regarding their Covid-19 vaccine options.

Should any of our Participants wish to read more information on the Covid-19 Vaccine, please click the link below titled “Information for people with disability about COVID-19 vaccines“. We have included some points below, taken from the Australian Government Department of Health website.

People with disabilities and disability workers are eligible to receive the COVID-19 vaccine. Some people with disabilities are at greater risk of becoming very sick if they catch COVID-19, so getting vaccinated is very important.

  • all NDIS participants aged 16 years and over
  • people with disability with:
    • an underlying medical condition
    • significant disability
    • attending centre-based services such as day programs, respite care and supported employment.

You can check your eligibility on the COVID-19 Vaccine Eligibility Checker and also check your state/territory health department’s website for any additional eligibility requirements.

Support during Lockdown

As many of you are already aware, we are currently in a state-wide lockdown, and the rules and regulations during this time have been changed. DAS Support Workers and COS Staff are still providing supports during this time, and are mindful of keeping these supports within the NSW Health Guidelines, at all times. We will priorities the safety and well-being of our Participants and Staff, and we hope that the following information will assist our Participants in understanding what they are permitted to do with Support Workers.

All of the DAS Staff have been issued with an authorisation letter permitting them to provide their essential service within the community, as well as information and links outlining where they can go and what they can do with our Participants. Some of the guidelines can be difficult to understand and so we wish to reassure our Participants that while they are with our Support Workers, they do not have to worry about breaching the rules or putting themselves or anyone at risk during support.

Our Participants are permitted to travel 5km from their homes if they leave their local government area. For example, a Participant living in Adamstown (in the Newcastle LGA) can travel to Charlestown for exercise (in the Lake Macquarie LGA, but less than 5km from Adamstown). But they cannot travel to Warners Bay (further than 5km and in a different LGA to Adamstown).

Below is a link to the website outlining the LGA’s of Newcastle so you will know where you can travel during support.
If you need to travel outside of your LGA or further than 5kms from your homes for medical appointments (including Covid-19 Vaccinations), or for health or educational reasons, you are permitted to do so.
DAS would advise that unless these exemptions apply, you should stay within your LGA at all times during support.

Latest Updates to Covid “Hotspots” in Newcastle

NSW Health released three updates on Sunday 8th August, detailing new close contact locations. The advice from NSW Health is as follows:
“Anyone who attended the following venues at the times listed is a close contact and must get tested and isolate for 14 days since they were there, regardless of the result. NSW Health sends a text message to people who have checked in at close contact venues with further information. We also make a follow-up call to close contacts to discuss the isolation and testing requirements. If you have not received a text message, please call 1800 943 553.”

Update to Cancellation Policy

To all of our Participants and their families, in light of the ever-changing Covid-19 landscape and it’s associated restrictions, along with the recently released NDIS Price Guide (July 2021) Dynamic Ability Support have updated their Cancellation Policy. The update will reflect the NDIS Cancellation Policy, which states:

Short Notice Cancellations
Where a provider has a Short Notice Cancellation (or no show), they are able to claim 100% of the agreed fee associated with the activity from the participant’s plan, subject to this NDIS Pricing Arrangements and Price Limits and the terms of the service agreement with the participant.

A cancellation is a short notice cancellation if the participant:
 does not show up for scheduled support within a reasonable time, or is not present at the agreed place and within a reasonable time when the provider is travelling to deliver the support; or
 has given less than two (2) clear business days’ notice for support that meets both of the following conditions:
o the support is less than 8 hours continuous duration; AND
o the agreed total price for the support is less than $1000; or
 has given less than five (5) clear business days’ notice for any other support.

Providers can only claim from a participant’s plan for a Short Notice Cancellation of the delivery of a support item to the participant if all of the following conditions are met:
 this NDIS Pricing Arrangements and Price Limits indicates that providers can claim for Short Notice Cancellations in respect of that support item; and
 the proposed charges for the activities comply with this NDIS Pricing Arrangements and Price Limits; and
General Claiming Rules
 the provider has the agreement of the participant in advance (that is, the service agreement between the participant and provider should specify that Short Notice Cancellations can be claimed); and
 the provider was not able to find alternative billable work for the relevant worker and are required to pay the worker for the time that would have been spent providing the support.

In summary, DAS had previously allowed Participants to cancel by 3 pm the day before support to avoid cancellation charges. DAS now require Participants to cancel 2 business days in advance to avoid cancellations.

Newcastle LockDown Update

For all of our Participants scheduled for Support over the next 7 days, Dynamic Ability Support will continue to provide support within the home and in the community where appropriate.
There will be no change to your scheduled supports.
All of our staff are equipped with Face Mask and Hand Sanitizer.
At this stage, our indoor groups have been postponed, including our TAFE and ART classes.
We will update all of our Participants via email and text as we receive more information.
